Concurrency in Java has always balanced power with sharp edges. The ForkJoinPool—introduced to support fork/join tasks and later adopted as the engine behind parallel streams and CompletableFuture—is one of the most powerful tools in the JDK. But for years, it carried an odd quirk: the common pool could be configured with zero parallelism, and yet still pretend it had one thread. That small detail forced the rest of the concurrency framework into awkward and sometimes dangerous workarounds.

With Java 25, that chapter finally closes. The ForkJoinPool has become safer, more predictable, and even more useful—now doubling as a global scheduler. Let’s unpack what changed, why it matters, and how it affects real systems.


The Curious Case of the Zero-Sized Pool

By default, ForkJoinPool.commonPool() uses a parallelism level roughly equal to the number of hardware threads minus one. The idea is simple: leave one core free for the calling thread, which often participates in the work anyway.

However, there has long been a system property:

-Djava.util.concurrent.ForkJoinPool.common.parallelism=0

This was primarily intended for Java EE environments where container-managed threads were preferred. Setting parallelism to zero effectively disabled worker thread creation in the common pool.

Sounds harmless, right?

Not quite.

Even when configured to zero, ForkJoinPool.getCommonPoolParallelism() would report 1. Why? To avoid embarrassing division-by-zero bugs in code that queried parallelism and divided by it.

The result? The pool could have no worker threads but claim it had one.


Why This Became a Real Problem

The issue became more serious once APIs like CompletableFuture.runAsync() and supplyAsync() began defaulting to the common pool.

If the pool had zero workers, how should asynchronous tasks run?

Prior to Java 25, the JDK took a defensive approach. If it suspected that the common pool might not actually have usable worker threads, it bypassed the pool entirely and used a fallback:
